I've decided that Gov. Kristi Noem knew full well what she was doing in writing about this incident and decided to do it anyway -- a calculated risk.
She was trying to separate herself from the mob of GOP VP-wannabes. Her plan: Write a quick book (don't even take time to read it and check for errors). Include one or two outrageous things that will catch the national attention and that DT may like.
The miscalculation was that she got WAY more national attention than she ever dreamed and instead of showing DT that she could and would make hard decisions (i.e. January 6) as she had hoped, she took herself off the list by publishing behavior that was out-of-bounds even for the MAGA right.
DT may have been willing to consider a puppy murderer; he doesn't care about any animal other than himself.
But he understands public relations and in a close race, he can't have his VP facing hatred and booing crowds wherever she goes.

Well, she read it word for word for an audio book, so she actually did read it and could have audited it then, especially the part of having a meeting with North Korea's Kim. Watching her current refusal to directly answer whether she actually met him shows a willingness to try using plausible deniability to deny her lie.
